§ 1 · Facility description
Magnolia Petrochemical’s Oleum Storage Yard operates twelve aboveground bulk storage containers with an aggregate capacity of 1.42 MMbbl, exceeding the threshold for an SPCC plan 40 CFR 112.1(d). The facility is upstream of navigable waters of the United States 40 CFR 112.1(b), requiring full plan certification by a licensed Professional Engineer 40 CFR 112.3(d).
§ 2 · Plan management & review
This plan shall be reviewed and amended whenever there is a material change in design, construction, operation, maintenance, or other circumstances 40 CFR 112.5(a). At minimum, the owner shall complete a review and evaluation of the plan at least once every five years 40 CFR 112.5(b).
§ 3 · Containment & diversionary structures
Each bulk storage container is provided with secondary containment sized to hold the capacity of the largest single container plus sufficient freeboard for precipitation 40 CFR 112.7(c). Containment for the Oleum yard is constructed of reinforced concrete with a sealed coating system meeting 40 CFR 112.7(c)(1)
